Provincial Nominee Programs (PNP): Your Province-Specific Path to Canada

Canada's Provincial Nominee Programs allow provinces and territories to nominate individuals who wish to immigrate and settle in a specific province. With a PNP nomination, you gain 600 additional CRS points under Express Entry — virtually guaranteeing permanent residence.

How the Provincial Nominee Program Works

The PNP process varies by province, but the general pathway follows these four stages.

Research Provincial Programs

Review each province's nominee program and streams to find the best fit for your occupation, education, work experience, and connections to Canada. Some streams require a job offer; others do not.

Submit an Expression of Interest (EOI) or Application

Most provinces use an Expression of Interest system where you submit a profile and receive a score. The province invites the highest-scoring candidates to apply. Some streams accept direct applications.

Receive a Provincial Nomination

If your application is approved, the province issues a nomination certificate. For Express Entry-aligned streams, the nomination is entered electronically into your Express Entry profile, adding 600 CRS points.

Apply for Permanent Residence

For Express Entry-linked nominations, you receive an ITA and submit your PR application through IRCC (processed in about 6 months). For base/non-EE nominations, you apply directly to IRCC (processed in 12–18 months).

PNP Eligibility Requirements

Eligibility varies by province and stream, but most programs consider the following factors when assessing candidates.

Work Experience

Most streams require skilled work experience in an occupation that matches the province's labour market needs. Some streams accept semi-skilled or entry-level occupations.

Job Offer (for some streams)

Many streams require a valid job offer from an employer in the nominating province. The job must usually be full-time, permanent, and in a skilled occupation.

Language Proficiency

Minimum language requirements vary by stream. Express Entry-aligned streams typically require at least CLB 7; other streams may accept CLB 4 or 5.

Education

A post-secondary credential is usually required. Some streams accept trades certificates or diplomas. Foreign credentials typically need an ECA.

Connection to the Province

Some streams prioritize candidates with existing connections — such as previous work or study in the province, family members, or a valid job offer from a local employer.

Intent to Live in the Province

You must demonstrate a genuine intent to live and work in the nominating province. The province may ask for evidence of community ties, job prospects, or settlement plans.

PNP Processing Times

Express Entry-Linked PNP

~6 months

Provincial processing (1–3 months) plus federal Express Entry processing (approximately 6 months after ITA). This is the fastest route as your application is processed under the Express Entry system.

Base / Non-Express Entry PNP

12–18 months

Provincial processing (2–6 months) plus federal processing (12–18 months). This paper-based route takes longer but may have lower eligibility requirements than Express Entry streams.
