What Is a Designated Learning Institution (DLI)?

A Designated Learning Institution (DLI) is a school approved by a provincial or territorial government to host international students. You must be accepted by a DLI to be eligible for a Canadian study permit. IRCC maintains an official list of all DLIs, which includes universities, colleges, CEGEPs (in Quebec), and some private institutions.

Important: Not all DLIs are eligible for the Post-Graduation Work Permit (PGWP). If your goal is to work in Canada after graduating, verify that your specific institution and program qualify for a PGWP before enrolling. Public colleges and universities are generally PGWP-eligible, while private institutions have more limited eligibility.

Eligibility Requirements

To obtain a Canadian study permit, you must meet all of the following requirements.

Acceptance Letter from a DLI

You must have a valid letter of acceptance from a Designated Learning Institution (DLI) in Canada. The institution must be on IRCC's official DLI list.

Proof of Financial Support

You must demonstrate you have enough funds to pay tuition fees, living expenses for yourself and any family members, and return transportation. As of 2024, IRCC requires proof of at least CAD $20,635 per year for living costs (in addition to tuition).

Clean Criminal Record

You must provide a police clearance certificate and must not have a criminal record. You may also need to provide biometrics as part of your application.

Good Health

You may need to complete a medical examination by a panel physician designated by IRCC, especially if you plan to study for more than 6 months.

Intent to Leave Canada

You must satisfy the immigration officer that you will leave Canada when your study permit expires (unless you transition to another status, such as a work permit or permanent residence).

Provincial Attestation Letter (PAL)

Since 2024, most study permit applicants need a Provincial Attestation Letter from the province or territory where they plan to study. This confirms the province supports your application within its allocation cap.

Follow these steps to apply for your Canadian study permit successfully.

Choose Your Program & DLI

Research Canadian institutions on the DLI list and apply to programs that match your academic goals. Consider factors like program reputation, location, co-op opportunities, tuition costs, and PGWP eligibility.

Receive Your Letter of Acceptance

Once accepted, your DLI will issue an official letter of acceptance with your student ID and program details. You need this letter to apply for your study permit.

Obtain a Provincial Attestation Letter (PAL)

Contact the province where your DLI is located to obtain a PAL. Processing times vary by province. Some programs (master's, doctoral, and certain K-12 programs) may be exempt from this requirement.

Gather Required Documents

Prepare your passport, acceptance letter, PAL, proof of funds (bank statements, scholarship letters, or sponsor letters), language test results (if required), and any other supporting documents.

Apply Online Through IRCC

Create an account on the IRCC website and submit your study permit application online. Pay the application fee (CAD $150) and biometrics fee (CAD $85). You may need to attend a visa application centre for biometrics.

Wait for Processing & Provide Biometrics

Processing times vary by country of residence (typically 4–16 weeks). You may be asked for additional documents or an interview. Once approved, you receive a port of entry letter of introduction.

Arrive in Canada & Receive Your Study Permit

Present your letter of introduction, acceptance letter, passport, and proof of funds to the border officer at your port of entry. The officer will issue your official study permit document.

Tuition Fees for International Students

Tuition fees in Canada vary widely depending on the province, institution, and program. Here are typical ranges for international students.

Undergraduate Programs

CAD $20,000 – $40,000 per year

Varies significantly by province and program. Arts and humanities tend to be lower; engineering and business are higher.

Graduate Programs (Master's)

CAD $17,000 – $50,000 per year

Research-based programs may be less expensive, with funding opportunities through teaching/research assistantships.

Doctoral Programs (PhD)

CAD $7,000 – $20,000 per year

Many doctoral students receive full or partial funding through scholarships, fellowships, and assistantships.

College Diploma / Certificate

CAD $15,000 – $28,000 per year

College programs are generally more affordable and offer practical, career-oriented training with co-op placements.

Post-Graduation Work Permit (PGWP) Pathway

The PGWP is one of the most valuable benefits of studying in Canada. It allows graduates to gain Canadian work experience, which can be used to qualify for permanent residence through Express Entry (Canadian Experience Class) or Provincial Nominee Programs.

To be eligible for a PGWP, you must have studied full-time at an eligible DLI, completed a program of at least 8 months, and applied within 180 days of receiving your final marks.

PGWP to Permanent Residence

Canadian work experience gained through a PGWP is highly valuable for immigration. With 1 year of skilled Canadian work experience, you can qualify for the Canadian Experience Class (CEC) under Express Entry. You may also be eligible for various Provincial Nominee Programs that target international graduates with local work experience.

As a study permit holder, you can work up to 20 hours per week off-campus during academic sessions and full-time during scheduled breaks. On-campus work has no hour limit.
